Background information



Pioneer House, Branch Road, Dewsbury


Pioneer House is a historical listed building which is currently derelict and located in Dewsbury Town Centre.


The annex building attached to the main Pioneer House has recently been converted and refurbished into 4 x one Bedroomed apartments located over 2 floors and 2 x 1 bedroom houses (we are not advertising as flats as they are over 2 floors and the bedroom is upstairs). 


Flats 1 and 5 have a communal area with original balustrade and hall and landing areas.


Flats 2 and 6 have no communal space with the exception of a very small entrance space by the communal door.


Houses 3 and 4 have their own entrance and share no communal facilities.


Each property consists of an open plan living and kitchen area, a bedroom and bathroom with shower facilities.


The outdoor communal space is limited to an access path and boundary wall.  The only communal space is the shared bin storage area at the end of the annex building. 


The annex is in the town centre and is right on the doorstep for easy access to town centre facilities including public car parks and on-street parking.  No parking facilities are available for residents at Pioneer House


Being in the heart of Dewsbury Town Centre it has good transport links including taxis, bus and railway station. The town centre shopping and leisure facilities are also easily accessible.  Dewsbury College is a short walk away from the properties.


 Aims of the Local Lettings Plan


The key aims of the LLP are as follows:


  • To develop and maintain a successful and sustainable cluster of 6  properties in a small  community
  • To meet housing needs whilst developing a balanced community
  • To protect the investment being made in the flats by reducing the likelihood of damage to both property and surrounding premises.
  • To prevent the concentration of high numbers of tenants who are vulnerable and in need of intensive support and management
  • To prevent the concentration of tenants who are at high risk of causing anti- social behaviour



Key Elements of the Local Lettings Plan

The key elements of the  proposed local lettings policy are as follows:


  • 1 bed flats will be allocated to single people or couples only


  • No animals will be allowed unless there is an evidenced medical need or written permission granted before any pets are moved in.


  • All applicants accepting an offer will need to attend a pre tenancy interview which will focus on key aspects of living in the apartments and requirements within the good neighbourhood agreement in addition to advice about managing a tenancy and in particular ‘money management’.


  • Applicants with any history of anti-social behaviour or accrued recharges and debts at previous accommodation will not be eligible and thorough checks of previous addresses will be carried out.



Process by which the Local Lettings Policy will be implemented

Allocations are to be made by reviewing the shortlist list manually using the following steps:


  • Detailed background checks will be carried out on applicants for earnings, debts, anti-social behaviour, support needs and any other risk factors to establish eligibility for offers in line with the Local Lettings Plan.  


  • A check will be made that the applicant will be compliant with a no pets policy unless they have a medical need.


  • Pre tenancy interviews will be held prior to tenancy commencement


  • Allocations will be made by looking at priority groupings, banding and then date.

Introducing the Excellent Homes for Life project

Excellent Homes for Life is an exciting project to build 466 new 1 and 2 bed council flats for rent in Kirklees. This will
include homes for individuals and smaller families, with some specially equipped for people who use a wheelchair and
some that are specifically for older people who require care and support to live independently.  It’s anticipated that
these homes will start to become available later on in 2012.

The homes for individuals and smaller households and people who need to use a wheelchair, will be let through choose

The homes specifically for older people needing care and support will be provided within three Extra Care housing
schemes and will be allocated following an assessment of need. It’s anticipated that the first Extra Care homes will
become available in mid 2013.
